Indeed, Iceland more than tripled its herring exports to Russia year-on-year in October.

Herring Imports to Russia Jan – Oct 2014 reveals that Russia’s herring imports at first took a heavy blow from the Aug. 7 sanctions imposed by its government on western nations' food imports, which cut off access from its key herring supplier Norway.
While export volumes were on par year-on-year prior to the ban and all the way to the end of August, they more than halved (-57%) year-on-year in September as a result of the ban.
This suggested that Iceland and the Faroe Islands -- the only European exporters still allowed to sell herring to Russia -- were
initially unable to fill the gap.
However, this changed in October. During that month, Iceland and the Faroes shipped strong volumes to Russia.
Thanks to this, imports in October were down by just 10% year-on-year, while Russia's imports of herring for the first ten months of the year are down by 'just' 8%,
